hasMcpJson(cwd: string, io?: McpJsonIo): boolean
Whether a .mcp.json exists at cwd.
Parameters
- cwd: string
  The project root.
- io: McpJsonIo = defaultIo
  The filesystem surface (defaults to node:fs).
Returns boolean
True when the file exists.
